I wouldn't say it's a joke mega since it does build upon the biting theme of the Totodile line by making an extreme example of having to use its arms and a fin that looks like a head to bite while calling back to the pre-evolution like many Megas do.
The problem is that it looks fucking stupid when many Pokemon balance their silly concepts with cool looks.. Especially compared to other starter Megas. Though I wouldn't be surprised if they hated Feraligatr anyway. Ash's Totodile never evolved, dude barely had any cool anime moments, it slowly looked worse over time in each generation, the fact that it took this long for it to get something despite being 26 years old, Totodile also being more popular than Feraligatr in polls, etc
