Because Kieran is put on a pedestal due to having some of the highest in-game levels AND being a double battler, something the franchise almost never does, and double battles are almost universally associated with competitive PVP because of their scarcity in the games. Couple this with the fact he literally uses Incineroar, and most people think Kieran is outright a VGC player in terms of skill and competency.

Paldea is just a weak region overall, Nemona is probably around Steven Stone level, maybe a bit above
