All I can think of is that they really wanted to force that particular Kamen Rider theme of using only arms to form the lower jaw at the same time as they also wanted to force the oversized Totodile head and it doesn't really mix well since the Kamen Rider guy's helmet was only as long as his arms were (the other issue with that design aside). Funnily enough Kamen Rider dude's arm colors match his helmet too.

Call me overdramatic but this might actually be the worst pokemon design ever.

I think the design works better as a regional form. Give it a different color scheme, maybe make it Water/Dark, and it's whole shtick is that it looks like a totodile statue but will grab you if you get too close.

Watching it run around for like 2 minutes makes me already sick of it, especially watching it attack and just flip its hood down like a headbutt, it doesn’t even look like it uses the bottom jaw arms gimick, and when you look at the actual animation, it’s actually doesn’t, the jaw flips down and the bottom part manifests as the arms disappear, and this is for like 4 frames, so with battle effects you barely see it in the “cool big head form”
