I mean, it's pretty rare for people to actually think they're doing something wrong, people invent justifications for what they do.
I think that's maybe the issue, rather than writing a character who does bad shit and deludes themselves, people write characters who are narratively heroic in their own story but who work against the protagonists.
I'm kind of yammering, I agree with you, it's just something I've had on my mind regarding TV and movies the last couple of years so I have thoughts.
It is kind of nuts that an outright evil character is a rare thing in media now.
