Having a row of "generals" is a classic concept in tokusatsu (Kamen Rider, Super Sentai, etc) and mahou shoujo (Sailor Moon, Precure, etc), this Digimon season just happens to be using it as well.

Also the female MC is more of a gyaru, but one of the antagonists actually seems like a brat, so she's probably going to be closer to Sango.
