I want video games franchises without fairies, without magic, without magical creatures, and without fantasy elements.

Because it provided a much needed countermeasure to overpowered Dragon and Fighting types that could just spam Outrage/Close Combat and win. Plus having a type focused more on feminine designs provides an alternative to the usual stuff like dragons.

It exists as an attempt at balancing.
It didn't really work, though. Dragon, Fighting, and Dark are still really strong and Poison and Steel are still offensively underwhelming.
All it really did was position itself incredibly well on the type chart by being strong against the good types and weak against the bad types.
