The pokemon world basically has UBI or at the very least has abolished taxes in some way. People simply own what they own, if you can afford to build your own mark on the world you simply do it, no apparent land tax or law against open camping. Not only does abolishing taxes not lead to NEETs(they gotta eat still,) but also abolishing taxes and UBI are mutually exclusive because the money has to come from somewhere. The alternative (UBI w/o taxes) is rampant hyperinflation which obviously has not happened in the Pokemon world.
There's no evidence UBI even exists. You don't get paid a stipend in the games for existing at any point.
