I imagine that all those platforms are floating and are fixed via anchoring lines similar to oil rigs and they can just float the city as the sea level rises. Otherwise they'd be pretty much fucked whenever there was a storm, supernatural or not

No, the houses are the whole town. It's not unusual for a "city" to be five buildings in old RPGs, so the fact that it's sparse didn't bother me. Like, the houses are all on elevated platforms and when the water recedes, the pathways float down and settle on the sand, and you need to climb up the stairs to get up to the platforms. That's just how I imagined the town working. I think I played Golden Sun or something before Emerald which had similar gimmicks with water levels, and that planted the idea in my head.
