My headcanon is that Cynthia had an intense affair with Lusamine when they were younger. Then, she groomed Caitlin for a while until she met Dawn and fell in love and settled down. In fact, Cynthia broke up with Caitlin and slept with Dawn for the first time at the same night. Now Cynthia and Dawn are married. Writing a fanfiction about this. Also, it is common and normalized in the Pokémon workd to have a, let's say, younger partner. In fact, I use the word groomer but it only makes sense in our world. In the Pokémon world, the word doesn't have a bad meaning because it is not frown upon.

That was basically Kanto shilling. SM/USUM came out during the 20th anniversary so Red/Blue getting aged up and appearing in the tower was purely for fun, nostalgia purposes. None of the other characters that were added in had any thought behind them. GF probably wanted to add some popular characters from each Gen hence why Wally and Grimsley are there too for no purpose at all
