Because you misinterpreted the narrative. The red orb awakens Kyogre because it activates the red patterns on its body, and the reverse for the blue orb with Groudon, who had glowing blue lines in Ruby’s intro and subtly in its official art. The orbs work exactly as intended, but the team leaders didn’t realize the scope of what they were activating. The same color orbs are used to becalm them, as Rayquaza had done with them in the past.

Maxie can at least justify his 180. He probably figured Groudon would just use undersea volcanoes to make islands or something in a very non-destructive way. So a massive drought that’d ruin the ecosystem would be unexpected.
Kyogre is just raising the sea level, which will reduce the amount of land. Did Archie somehow think Kyogre could make more ocean without submerging some land?
