Frankly, PS1 was a shitbox that barely even ran 3D properly. Not like N64 was much better, and Saturn was even worse, but still. PS1 to PS2 was one of the largest leaps ever, second only to the leap to 3D. Finally you could have actual effects, lighting, decent poly count etc. without shitty falling polygons and pixelated textures. And you could even go fancy if you pushed it to the limit (eg Black or SotC).
Plus, your screenshot on the right comes from an emulator. The actual game ran mostly at 30 fps, 480p or less. The screenshot on the left would probably look better on a CRT.

Regardless, what I mean is, all the artifacts and pixelated textures of PS1 aren't so noticeable on an old TV. PS2 hardly has "artifacts" to speak of.

Tech leaps were crazy back in the 80s and 90s. We never saw that kind of thing again, the 10s and 20s are just the same kind of games but with more resolution and more stable framerate.

Square was always able to make nice 3D anime CG. Even their early FF7 CG was pretty good. It just took the hardware for them to be able to have higher poly count models in game.

Final Fantasy creator, Hironobu SakaguchI, felt final fantasy should always have little guys. That’s what the in game characters for 7 look completely different than the same characters in cut scenes. 9 was his last hurrah before square made them use human proportions like ff8.

Sony released a software tool for developers in late 95 that let them see how much of the systems power they were utilising as Sony had found most games to be using less than 60% of available bandwidth. Once devs got this tool they started extracting far more from the console by using the different processors in parallel and managing memory bandwidth better. This meant that in 1996 we started getting games like Crash bandicoot, Tekken 2, Tomb Raider etc that were a leap above the early titles. I believe Kutaragi also said that Tobal No.2 is the game that utilises the most from the console using 98% of all available resources and bandwidth (without bottlenecking one part of the pipeline).

Yes, is the simple answer. First someone has to invent the technology, then someone else needs to make it easy to use, then once the technical difficulty is mostly gone that's when the artists get to experiment. Technology-wise the models and textures in FF9 don't require anything special from the hardware, rather it's entirely down to how the artists were able to create their "vision."

Eh, it's not actually that impressive. Like most of these UE "hire this man" things it's a collection of stuff thrown together made by other clever people. Ironically the reason it looks so good is because it's actually doing the thing that /v/ wants all games to do and heavily utilise baked lightmaps. The game is all static because of that and looks realistic because it's using photoreal textures and flattened lighting to minimise the "CGI" look. And because it's all flat and static you minimise the UE5 temporal soup that everyone hates.
Add the shakey cam plugin and you're done.

What people don't realize is that these devs oftentimes have supercomputers stronger than household PCs. So of course they can make stuff that no one else has ever seen before. They just can't put it out because no one has the hardware to run it
