if a bad game has just enough redeeming qualities or charm that it's still somehow an enjoyable experience, its lovable kusoge
this is wildly subjective so most people will have different opinions as to what counts as what
people tend to hold games they played as children in much higher regard, for example I played the shit out of that Garfield game on genesis as a kid so it's lovable kusoge to me, even though anyone playing it for the first time today would justifiably call it a bad game

Although I will say that some games are objectively so bad, that they don't even have any charming or redeeming qualities. Look at Action 52 or Big Rigs for example. They're not even betas yet they charged money for that shit. Sure they were memes for a bit, but they are genuinely bad games that have no right to exist.

I'd say the key difference is your personal preference... what you're willing to forgive, for the sake of what you may like, about what you're playing, it's also often the difference between a 1* title and a 2* one, both below average, but one has something to like in your eyes, enough to give it an extra star at least, and the other gets a minimum rating because you disliked all of it, or because the few good things were completely overshadowed by the bad ones. It's something that comes down to details often.

I'd say things like childhood memories, like (>>11802609) mentioned, and licensed titles for licensed IPs you're fond of and/or grew up with, or even a console's specific title of graphics and/or sound, can twist the bias in its favour when being judged.
