I mean you get a bunch of youths together without much adult supervision, there was probably the occasional dust up and that alone is enough to get an exaggerated reputation even in a mostly peaceful place. The middle / high school rumor mill was a crazy thing back then, people said all sorts of stupid shit.
Besides that I'd imagine the amount of actual fights would depend heavily on the individual place, already being in a rough neighborhood (maybe gang presence), how late are they open, is alcohol / drunks present, that sort of thing. The arcade at my local mall was fine, never felt like a dangerous place even as a small child and I think that would be the norm for most people.

Pretty sure this would just depend massively on the area the arcade was in and the owners. Not at all hard to imagine nice, safe arcades, alongside sithole arcades with drug deals.
