What traditional (so not Smash) /vr/ fighting games have easy enough execution for someone who gets filtered by motion inputs and stringing together combos more sophisticated than LP xx LP, without resorting to playing as charge characters?

You will get answers, but frankly you're just better off learning the motion inputs, because every major "proper" fighter uses them, from Street Fighter to Guilty Gear. Hell
You learn them once, and this skill is with you forever. You will be able to play anything Capcom / SNK / ArcSys and tons of other games. Even Tekken needs DP/QCF for things like wave dashing.
Yes, I do get that you may not have time for this crap, but in general if you don't want to learn anything, fighters probably aren't for you, period. Fighters aren't really about single player content, they're about skill and knowledge.
Keep in mind that in general for execution, the controllers rank about this way:
Arcade stick > keyboard > GOOD dpads >>> bad dpads (see X360) >>>>> analog
Also keep in mind that the newer the game, the more leniency it has when it comes to controls. And in general fighters like SF or KoF have some leniency mechanics like negative edge or button hold. Finally, every fighter will have "easy" and "hard" characters when it comes execution, it absolutely doesn't mean they're necessarily stronger.

I would say that anything 2d post street fighter 3 is going to be pretty easy to learn if you're using a dpad that's not shit or something better, at least in terms of basic execution. the main sticking point isn't complexity but leniency, earlier fighting games in the 90s had much more strignent requirements to get moves to come out.

Basically optional in GBVSR, you only lose ~9% damage of a special move inputted with simple controls. But that's not retro at all.

you can do pretty well in tekken without dealing with fancy directional inputs. while there are SOME moves that exist with fancier directional inputs, you can still do well ignoring them completely (or just playing other characters).

....Seriously? Or just "Certain" inputs? I can never properly get the Z input in fighting games, at least consistently. When I try to put it in, it always puts out the character's fireball or something, and then when I try to put out a fireball, I get the fucking z-input special. Also, virtually any input which requires the "Up" input fucks with me, but other than that, I don't really have any trouble. I think you should practice with the motion inputs more to really get it down.

Stringing together combos, a lot of people aren't good at that, so there's no need to fuss about it.

I would recommend Tekken, the game was made to be mashed.

Mashing won't get you far. Tekken has plenty of Z-inputs, including trademark just-frame EWGF, and stringing combos together.

NTA but Tekken Advance is a funny one cause it's a very cut down Tag Tournament with just two attack buttons. I.e. Jin Kazama has different attacks when you do dragon punch motion with the left punch and with the right punch in mainline Tekken games. Advance has only one punch button so in order to have both moves present, they made it like, if you return to neutral after the forward tap in the dp motion you get the first move but if you make a quicker forward tap - down tap, you get the second move. Other characters have their movesets optimized like this too. Cool little game.

King doesn't have many Z inputs indeed, unlike AK, but you can't really mash with King. His moves are mostly high risk slow recovery.

Check out Samurai Shodown, specifically pic related. It's one of the only fighters where combos are not the point, and motion inputs don't matter that much. A few hits are all it takes to swing a match, and the focus is on reading your opponent. Lots of fans even compare it to chess.
