Sonic is the fastest thing alive, not the fastest thing ever. It is possible for him to be slower than machines. That's why he also drives cars in racing games.

It's a prequel. Sonic wasn't that fast yet and had never met Eggman before.

He can't even catch up to Robotnik in Sonic 2.

This is the problem with characters that have super speed abilities, it makes for boring storytelling to have them always be able to outrun anything and any trap, but it also makes no sense that they would not be able to. Nevermind the absurdity of ROBOTNIK outrunning him in both Sonic 1 and 2.

No, he's definitely faster than just about any car. I think it has more to do with the fact that it's a car race so him not using one would be against the rules. Him running on foot would be like someone cheating by bringing a motorcycle to a horse race.

Also he can't fly or swim, so in the later games where the vehicles transform to go on water or air it makes a lot more sense to race in one.
