"Can't" is a strong word. ZSNES wasn't coded defensively, it has buffer overflow exploits and there were a couple of snes roms built to exploit them. More of a proof of concept than anything and hardly a cause for concern. But the point is roms CAN infect you, it's just not something that's being actively targetted as an attack vector.

WINE typically fails to run windows malware, but it's not because it's "safe", merely that wine's compatibility with windows system calls is low enough that the worms and trojans and ransomware are less likely to take hold. But WINE is not actively trying to prevent this, they are just lucking out. If you get a virus that just happens to use stuff that WINE emulates, you better believe your entire home directory and any attached volumes are getting encrypted. Sure the boot sector thing that tells you where to send your bitcoin won't work, but that hardly matters when all your user files have been replaced with encrypted blobs.
