I think Regina is supposed to be Asian or Latina. I think the design idea is Ada Wong x Jill Valentine since they were both popular Re characters at the time.

It doesn't really comes across that well in the CGI art, and she looks a lot like Ada Wong. I didn't even know Ada was meant to be Chinese until RE4!

That's the thing with those games, all the characters have different looks and personalities in each tittle they reappear in, and if you ask me the only character evolution that was fitting was RE1 to RE3 Jill. Everything else is a shitshow.

Japanese artists and designers almost always just make a Japanese person then change hair and skin color and maybe make a big nose and then say it's a foreigner.

She has monolids on the US cover but I don't think she does ingame.
I've always assumed Ada is a hapa but the remakes make her look fully East Asian

she could be asian or latina tho, all your views might be skewed because of burger experience (latino=mexs'n'caribniggers), but in the southcone there are plenty of mistery meat light haired white girls with delightful round faces and chinky yet tall enchanting eyes, a base of european and indio complement, with polish and black accents here and there

that nose and hair gives off european vibes. but most anime artists stylize people to look ambiguous. the green haired girl in your anime might be asian or white, and she is voiced by an american in our version and has no trace of accent or asian ancestry. but later you find out she is japanese because of her name or something stupid. it doesnt really make sense, but 'regina' sort of gives it away. her name says a lot about her
