It's weird, but almost sort of understandable. There were fucktons of generic mascot/licenced platformers through the 90s that nobody gives a fuck about remembering at all, so they just don't get talked about. But Bubsy? Bubsy was clearly something that its creators wanted to be *big*, it's a game that says "look, I'm better than those other games, I'm something with fuckhuge levels that you can jump around and explore however you want, play me instead of those other games".
So as a result, people remember it and what it was trying to be, and not some other random game based off an IP from a comic strip. But they specifically remember what it was NOT. They remember it as the game that was NOT Sonic, then as the game that was NOT Mario 64, and how people treated it as something living in those game's shadow. And that's why you can bring it up 30 years later, and people at least see that as shocking and notable, while trying to resurrect something like, say, Jersey Devil, would just be met with shrugs.
