It just feels awful to have two distinct modes of aiming, one where aim moves independent of you, and one where you are forced to move with your aim. You have to move, adjust back, move, adjust back, move, adjust back. You're already using a d-pad to do what a lightgun or mouse should be doing, the least you could do is implement the d-pad controls properly.
Why not just have aiming with d-pad and movement with L and R? Why not have a toggle for locking aim? Why not have a setting to make it so that your cursor doesn't move when you do?
There is no excuse for it, an action game's biggest opponent should never be its control system that you are fighting the whole time.
