agreed. I think they look best with the game's title / main menu screen in the middle
best way to make them is to get raw resolution images (hardcoregaming101, mobygames, giantbomb, gematsu, google images, or just your own screens)
I use befunky.com/create/collage/ as a quick way to test compositions and placement of the images (you can change the aspect ratio of the grid by dragging the edges), after that I'll usually put the raw screens into photoshop and try to get it under the 4MB limit, if it's not a pixel art game at least
for pixel games I usually use Aseprite so I can increase the resolution by 200-300% (don't do halves like 150% since it'll fuck the pixel art up) and have it be actually viewable on modern displays, although I guess you can do the same in photoshop with nearest neighbor upscaling
