Guess what? The coin cell battery in your controller pak is out of juice. You cannot use it to save.

Third-party FPS games never put out the cash for saving to the cartridge because "hurr durr multiplayer best when you can bring your profile and settings with your controller!"
It'd be neat and useful as an option, but not the only method of saving the game.

Nintendo and Rare had flirted with Controller Pak saving additional data in games, as seen in Mario Kart 64 and Blast Corps, but they quickly realized that the whole thing is stupid.

Nintendo always put a battery in their games, it was always the 3rd parties making cheap ports that would jump at the chance to save 50c per cart.

It's worse because sometimes the Japanese version lets you save on the cartridge like a normal person, but for some reason the PAL and US versions really wanted you to invest in a controller pak.

literally impossible.
the controller pak protocol doesn't allow it.
now, if you mean a device that can do both but has a switch to work as mem pak or rumble pak. the tremor pak plus kinda does that.
it has a slot to plug an extra pak and a switch to passthrough whatever you plugged there.

Games absolutely did support both. You would load your game from the controller pak, and then the screen would alert you that you could take it out and insert the rumble pak. You would leave the rumble pak in for as long as you wanted and then swap for the controller pak as needed.
