Uhh, no. Ffvi/vii better represent artistic endeavors in gaming. Crash is a gamey game, which is fine. It's also art, but not a great point for arguing that "videogames are art". That's two different conversations. Videogames are a product of artists working together with programmers, so by definition, they are art in the technical sense. Then there is the "are videogames art?" Question, which is actually "can videogames be considered high art?" And yes videogames can be considered high art. I would consider frontier elite 2 high art, in the sense that, it's written at a "black magic" level. It's unique and singular in it's approach to galaxy simulation, using a custom 3d bezier curve render. That's why it's so distinct and has its own essence and charm. It's not only high art by standards of programming such things, but the art that is created from the programming is simple, not quite perfect, but still portrays the scope and size in a believable manner.
As for ffvii/ffvii, id say they teeter on high art. Where the music and backgrounds (especially in vii) give life to the world you're exploring, but the story isn't quite as much of a masterpiece as written stories can be. It's still a great story as far as RPGs go.
