The concept wasn't that, it's the execution that's terrible. The top down parts aren't that interesting to play and just become a chore of backtracking and "where do I go" kinda game, whereas you finally get to the sidescrolling segments, what's supposed to be the meat of the game, they're incredibly short and basic.
It's fine to play through once for the novelty, but one time I decided to replay every Goemon game and I hated my replay of this one.

I think he’s maybe referring to the reveal at the end of one game that Ebisamaru is a girl? Though I believe that was one of the Famicom games, and I’m not sure it was a controversy per se.

I think It was in the original translation patch for the game a few years back, where a one off npc is referred to as a newhalf.
