Aside from the addition of Yoshi as a mount, which is a pseudo power-up, the removal of things like the frog suit, tanooki suit, and hammer bros suit could be looked at as trimming the fat.
The other factor is Mario can do a lot more things, spin jumps and grabbing objects which can be thrown up, tossed away, and dropped down. There are multiple kinds of objects, too, even including an enemy!

frog suit, tanooki, and hammer kinda suck ass though. frog can only be used in a few levels effectively, tanooki is just raccoon with the statue feature (which is kind of useful), hammer's arcs are unpredictable but the shell armor is okay. fireball and raccoon were enough. kuribo's show should have been available much more throughout.
smb3 was surpassed, and if you were alive when it happened, you understand.

Wow. It's funny, I never really realized that they appeared so infrequently; my brain processes them as being SMW's core basic enemy, probably because you encounter them so early and they're one of the new enemies which ties most closely to SMW's Dinosaur Land theme

It was not an impressive console when it came out, which is one reason Sega took half the market share and maintained a healthy lead throughout the 16-bit era.

SMW is weird with how they treat the enemy hierarchy.
>Shell-less Koopas replace the traditional Goombas as the lowest of low-level enemies; Rex seems to be set up as such but ultimately appears too little in comparison

Simple answer : Nintendo wasn't experienced with the higher fidelity (when comparing to 8 bits consoles) pixel art yet.

And not just them.
A lot of Super Nintendo games underutilized its core capabilities.
It could output more colors per screen than the Mega Drive, and yet, many times the colors looked worse.
Why?
Pillow shading.
There was too many colors to choose, devs didn't know how to use them properly, with appropriate, organized value tones and a well defined light source which often lead to very bland use of colors.

See how Capcom reduced the amount of colors in SF Alpha series, yet the sense of form/volume is as good if not better than SF2.

So, in short, Nintendo didn't know how to use the SNES capabilities.
Right now there are hacks such as Plumber for All Seasons and the upcoming Mario Stellar Destiny that make SMW look much better (although different in art style indeed).

I haven't yet done a proper deep dive into SMW romhacks, hopefully there's at least one in which Rex gets a lot more levels. I always felt like he had an interesting design that was for some reason very under-utilized despite the world being called Dinosaur Land, makes me wonder if the whole Dinosaur Land theme was a late addition to the game.

It had a somewhat messy development, and that also led to things like >>12016323 where a lot of the game's enemies or gimmicks are only seen in a few levels. Whether this is a bad thing or not, however, is another matter: I like SMW's simplistic graphics and varied stages, I never really minded that there wasn't much of a coherent theme to it.

The first time I saw this game was also the first time I had seen an SNES at all. It was at a store, they had it hooked to a regular small CRT. I remember thinking that compared to the NES games I knew, this one looked just like an actual cartoon, Mario's sprite compared to the one I knew looked mind blowing. Compared to other SNES games it's nothing special, but to say it looks like an NES game is not fair
