It would have required Sega to make many changes or design choices, specially in Sonic Adventure and beyond.
And what would happen to Amy then, wouldn't she be redundant?
Also If Tails was a girl then it would be really WEIRD if she wasn't the MC's girlfriend. Otherwise it would be very odd having Tails breathing down Sonic's neck all the time like a stalker ex girlfriend from high school or something like that. And even then, it would most likely go against Sonic's image of being Sega's animal mascot with an atttitude. He'd certainly lose some appeal to the obviously younger target audience of the games too (I believe this also the reason why Mario and Peach never get together. It would make him less relatable).

I think its design was due the japanese liking cute character designs (E.g. Kirby, Klonoa, etc) more than artists in the west. Also Not every anthropomorphic game character has to be macho, moreso when their target audience are kids.
Besides unless you didn't have friends growing up you probably also had a friend that wasn't or isn't the most "alpha" or the group (especially if you were your friends' group informal leader of sorts).

I doubt it. If it wasn't Tails gays would've latched to another character.
I'm also doing my part posting straight furry art so more people realize anthro characters are for everyone.
