There is a delay after every punctuation, likely controlled by text speed tags. "little money" is nested in-between punctuation. If you miss restoring the normal speed, as they likely did at number 2, it would result in a crawling text.

The ONLY mistake is the first comma. The sentence should read:

"Little money" is one item in a list of three things the soldiers had after the war, so the commas surrounding that phrase are completely correct.
