Because the original was overanimated in a stupid, kinda tasteless way. It's similar to that HIRE THIS MAN meme with Mario in Unreal Engine, it's being presented as an upgrade but it's so thoughtlessly done that it's worse

Alucard's is such a goofy animation for a character that's supposed to be super elegant and graceful, but weirdly it works and it's definitely better than the GBA followups'.

Afaik it didn't (except potentially in cases of genuine autism), because both are gags of variable extremity based on the outrage caused by unironical attempts at "improving" classic sprites by adding more frames of animation without considering how they would work in the context of the game itself, or typical modern pixel animation principles applied wholesale without considering how they play with the characters or the original visual style (the most infamous being """bounce""").

Speaking of bounce, of the good kind.

IIRC the programmer for this boss wasn't sure how to do the running animation at first, but one day it was raining and he didn't have an umbrella, so he decided to just run home and that's when he got the run animation nailed down in his head. There's a really fun article covering the development.
