The one and only time that's justified is when it's one of those weird high-concept games where the dialog is absolutely vital to the gameplay, but there are no subtitles. Even then, it should be optional.

adding a fandub could be as easy as replacing some wave files
adding subtitles could be pretty tough, might need to reencode some obscure ancient video format (which would also lower the quality) or hack some software subtitles into the game logic.

How prevalent is the narrator? I assumed that she only appears a small number of times which I personally believe could justify just dubbing it rather than finding a way to implement subtitles into the in-game cutscenes. However if she is a commonly recurring presence then that's annoying as fuck.

That was literally the whole schtick of Ted Woolsey Uncensored Edition.
>Release a (very bad) "uncensorship" hack based on the old RPGOne/SkyRender hack that the hugbox seals at RHDN lap up
>Legends of Localization then releases an analysis of Final Fantasy VI (& IV) that denounces the old fanhacks as full of shit
>Tomato fanboys dogpile TWUE for its reckless idiocy behind the scenes; now everyone and their mother scrambles to fix the mess he caused
>he just undoes practically all the early-2000's ideas of "uncensorship" - but he makes sure to do it -incrementally-, only after someone else makes yet another fork of his hack to match sure his original hack stays on top of the recent list; all this does is make it more and more like the vanilla version
>most normal people just give up sorting through the forks

I remember ROSE got traction for awhile, but it was basically the end result of all the qol-piling each subsequent post-TWUE hack did. It garnered a sort of reputation as current-TWUE's "maximalist" counterpart. I can't speak for the quality of the actual text though, it's more of the same cherrypicking nostalgiabased SNES/GBA amalgamation peppered in with subjective fanfic tweaks. Same recipe, different cook.

this album (2020), released before chrono cross radical dreamers edition (2022), lists the track with the french title:
https://www.amazon.com/Anniversary-DREAMERS-Yasunori-Millennial-SUNPLAZA/dp/B089NNZLRY
but this album came out after the fan translation of radical dreamers (2003). i just checked the original patcher, and it uses the french in the script. not sure where that shows up in-game if anywhere. the title screen of the first version is untranslated, but by december of that year a version of the patch was released which modifies the title screen to be french.
the chrono cross ost ( lists the track in japanese
https://www.youtube.com/watch?v=w3a_iTwQIi4
the japanese title of the track has been translated in various places as "unstolen jewel", "without taking the jewel", "unstealable jewel", etc..
the spotify playlist (seemingly official) lists it in french
https://open.spotify.com/album/3aH6GfSzEl0trQzpOWEX5D
so i guess the official english name of the track is in french, too. it's listed as such on vgmdb (this is the second album available on the site numerically)
https://vgmdb.net/album/4
as far as i can tell there was no official english name for this track until a few years ago. i can't find anything before 2003. i don't know why demiforce made it french either. there's "le" on the text speed option menu in the hack for some reason, too.
i hope someone will make a patch which puts the official english translation onto the rom.

back in like 2003 or so I used to play my ps1 with brazillian fan translations for games like re2, and the fandubs were poor quality but there was a lot of effort
some american fandubs are the most ridicilous things Ive ever seen, even some official dubs, most countries arent batshit insane like goldman and final fantasy 10

The issue in a translation is that it's someone else's work and you're just a filter. As a translator you have to give the best representation whether you're getting paid or not. It's not a "do your best" endeavor. you are disrespecting the original work and creator if you don't do a good job.

I'll explain the issue:
Replacing text usually only requires understanding how the game's pre-existing text displaying mechanic works and making small tweaks to it, like changing the size of the characters (and there are games like Segaga and Saturn Tokimeki Memorial where even doing minor tweaks like that causes the game's entire code to collapse). Actually adding a system to display text in a way that the game didn't have before is a MUCH more elaborate endeavor, because it requires actually understanding how the game's code is structured and figuring out how to make additions that won't screw up everything else.

For a good example of how deceptively complex it could be, let's talk about how you'd tell the game when to display the subtitles. Or rather, how you'd tell the game to STOP displaying the subtitles. If you can get subtitles implemented (easier said than done), it's not TOO hard to get them to display at the same time a voice line plays. But the issue comes from the fact that the game might not have any internal way of knowing when a voice line ends, which was common in early voiced games (which is why lines often interrupt each other). So you've either got to add an entire system to tell the game when an audio file stops playing OR you've got to find another trigger to activate the clearing of subtitles. And that's not even getting into lines where the line is so short the subtitles would just flash on-screen for a fraction of a second, so you'd have to come up with a solution for cases like that.

It's NOT an easy thing to do a lot of the time.
