It's just Goldeneye, Perfect Dark, and Turok.
Doom 64 is a terrible game, and TWINE is arguably better on PS1, it certainly has better textures, more FMVs, and more dialogue. I'll take the PS1 versions stable 21 fps framerate over the N64 versions 15-30 fps seesaw any day.
For PS1 there's:
Medal of Honor, Medal of Honor Underground, Alien Resurrection, Quake 2, Alien Trilogy, Doom, Final Doom, Expert, Crime Crackers 2, Delta Force: Urban Warfare, Forsaken, Descent, Descent Maximum
That's just what I remember off the top of my head, but there are other games as well, Saturn and PS1 have lots of random FPS/TPS games no one talks about, N64 has the same 5 shooters everybody knows. I won't claim most of those lesser known games like JSWAT on Saturn are good, but N64 definitely has a quantity problem compared to the other consoles that generation. I'm not trying to argue that Goldeneye isn't the best console shooter of the generation, it is, it's just that the sheer size of the library of PS1 shooters dwarfs it, and so many of the non-rare shooters on the console are compromised in some way. Quake 1 with bad textures/no music/missing levels, Quake 2 with none of the PC levels and no lighting, Doom with no real Doom levels, Turok 2 generally being a bad game that nostalgia cannot save, etc.
