Hits feel better, double tap running, executable throws, special has its own button, extra stage, 4 new bosses (Rat King, Shredder tank, Slash(replacing Mukman) and Pirate Beebop and Rocksteady) and bosses in general have better move sets. There is also the Mode 7 effects of Neon Night Riders but I am neutral on that.

Missing 4 player is not presentation and neither is the on-screen enemy count. SNES is limited to 4 foot soldiers and 6-7 enemies so long as most of those enemies are small like Mousers or Annihilators which is impressive for SNES since most other beat em ups are limited to 3 enemies which is trash. The arcade version on the other hand handles about 10 foot soldiers at once which is a massive difference.
Overall I think I like the SNES version a tiny bit better, I really miss the voice clips though and it would be nice if they could squeeze a couple more Foot on screen. Shame there is no PS1 / Saturn version that makes all the extra content and positive combat changes the SNES makes while keeping the slightly better graphics, the missing voice lines and high enemy count of the arcade.
If a Simpsons SNES game was made with the same level of effort as the Turtles in Time game, better controls, 4 enemies, extra content, I think it would be one of the all time greats.
