It's interesting, Japanese make manga, anime, and video games by coming up with concept art for the characters first, before they think about anything other than the game genre. Once they have what they think is a spicy set of characters, they make the plot of the game/manga/anime around this concept art. That's why Japanese stuff is almost always character focused instead of narrative focused.
