I'm looking for something like Zelda or Legend of Oasis that I thought was on the Saturn but I might have remembered wrong. It was a top down action game with 2D graphics where you run around an overworld. It starts with you as a guard in a castle and something gets stolen at night. I recall it being quite boring and taking a long time for anything to happen.

Definitely not. You were hired as a guard in a castle, I think it was your first day. At night someone breaks in and steals something. Then you run around an overworld in a typical Zelda style.
