No, the VIC-II’s high resolution mode (320 x 200) had the same color depth (two colors per 8 x 8 tile) as the ZX spectrum at its standard resolution (256 x 192).

Very roughly: a 6502 is equivalent to a twice as fast Z80. The 3.5 MHz Z80 on the spectrum had more raw horsepower than the ~1MHz 6502 on the C64.

Looking on the Wikipedia it seems the Speccy has 1993 games. Now, there are fanciful reports of "27,000 games" but I've seen no actual evidence of this. It's a lot of games, but the numbers we see posted here is inflated thirteen times over what is apparently evidenced.

There are (as per the Wikipedia) 2460 MS-DOS games, which is more. And there are a whopping 2533 known Macintosh games.

Amiga has 2235 games, which is more too. C64 has 5691 games. 2193 Atari 8-bit games.
