Neither is playing on original hardware, since console models between manufacturing cycles have different firmware and BIOSes on them which affect the games, sometimes subtle, sometimes not-so-subtle. There are PS2 games that won't even run on the PS2 Slim, or which won't run on launch-date PS2 Fat consoles.

There are also middle grounds like mister fpga or og hardware with flashcarts, or software emulation to a CRT via emudriver. To me the worst thing about software emulation is the input lag. Like yeah, there's runahead to eliminate it but it isn't without drawbacks and many emulators don't have it. I like fast forward but it gets to be really habit forming. This applies to save states as well and they should nearly never be used unless you want to practice a section of a game.

Why do that? Just use ingame saves. Save states aren't real saves, they're volatile ram snapshots that easily get corrupted and often become incompatible with emulator updates and you often can't transfer them between emulators like normal SRAM saves.

Save states are more convenient than in-game saves, and I have never had one get corrupted across many games and emulators. I make duplicate saves anyway in case I override one. Emulator updates making them incompatible could certainly be annoying, I'll take that as one good reason

It does depend on the emulator probably. I've never had a Retroarch savestate become invalid but PCSX2 nightly has updates all the time that warn the user that the update will make them incompatible. I used to lose save states all the time on MGBA standalone too like 10 yrs ago. If I were you I would at least occasionally make a normal save, or maybe when you finish a game make a normal save to know it's good forever.

I changed my PC, got one suitable for the game, installed Windows 11, but I don't understand why it won't let me install the EPSXE emulator for PS1. I managed to install Duckstation, but I preferred EPSXE.

I don't have any problems with the PS2 because I only use the original console, and if it breaks, I'll buy another one. I never want to be without my PS2!
For Sega, I use Kega Fusion on a Windows 7 PC, and I haven't had any problems so far.
