In order to divorce her, the player has to refuse to support her during Benfi festival when she snaps at Curtan Leste, or conversely kick her off the stage when Leste snaps at her. Not letting her into politics after Benfi or at the beginning of the Women's Rights meeting will also contribute to it. If the player vetoed the Women's Liberation Act and didn't show her support at Benfi, she will most likely divorce Anton.

Taking Leste's deal will guarantee a divorce, even if the player attempts to be extremely sweet to her afterwards and signs the Women's Liberation Act. If the player didn't use force with her during their shouting match, she will stay with Anton until the end of the term, the divorce will be finalized shortly afterwards.

Anything else you do does not matter for divorce flags, including how you treat your kids

It's the scene with Monica and Ciara Walda, where you discuss "our future work for improving the situation for women of the country". They ask for your input on domestic abuse, maternity leave, etc. You must agree on domestic abuse, but disagree on everything else (preferably politely). The game does fail to indicate that you're literally outlining a future bill there.

That said, I had runs where I agreed to the super expensive bill (before figuring out the above mention scene), vetoed it, and Monica was upset for a total of one scene, returning to a loving wife immediately afterwards. The bill is a minor factor in preserving the marriage.
