It's decent enough. Nothing exceptional about it (apart from the music). Good for a playthrough if you've already played everything that's great.
I will say this though, usually I don't care too much for the story, Wasteland 3 made me care.
They try to set up the Patriarch as the ultimate villain. They do this by le big reveals that tell the player he decided to squash an upstart clan that demanded *gasp* direct democracy. Isn't he a monster?
Or by selling criminals (political prisoners?) to the kite flying psychos for human sacrifices.
And then you've got Angela Deth, who takes issue with the head of the only functional state in post-apocalyptic US, because he did some morally questionable things in order to create said functional state.
In the context of the game's world, none of the objections anyone has about the Patriarch make a lick of sense... except Liberty's... who you can't join.
They need to start rounding up anyone who has ever written for a video game and putting those fuckers in work camps, with the exception of the Deus Ex and Arcanum guys, they're alright.
