The only feasible ways to lose to the Netherlands as Germany is if you let them win, or you are post-civil war Germany who attacked Netherlands over the kaiser not being returned and lost due to have no troops from the civil war.

I ragequitted stellaris after the major fuckup patch. I didn't even bother wait for the patch of the patch. How is now? The abysmal planetary rework is still there?
