because it's only really necessary in the beginning stages of the game when you're growing your bureaucracy (bureaucrat number)
later on you can decrease it so you're not spending as much money needlessly, as long as you stay at 100% admin efficiency (the value in the budget screen, not on the admin efficiency map mode, although that's still important), especially if you researched the admin efficiency techs

its not particularly hard but for some reason out of the 2 supported generators the 1st one does not work for me no matter what(can get it working but it refuses to see free cities data) and the 2nd one had.....some sort of problem i cant remember

i played vic3 as russia up till 1920, still a shitload of bugs and very unpleasant to play
the new dlc that introduced automatic trade and a ""true"" world market is pretty decent, probably the best dlc theyve made so far although its not quite "good" or "great"
it has made the game even more slow though, normally i could play until 1936 with the performance not being too bad but this time the game slowed down to like 2 irl hours for 10 ingame years by the time i hit 1890, and ill have you know my pc is better than yours
i also tried eu4 france with the europa expanded mod, it was pretty good but i annexed all my vassals, took britanny and provence, took 60% of aragon as well as pu'd burgundy and ate up the entire dutch revolt for free by 1460
the whole mod suffers from giving way too many modifiers and bonuses to the player, you can do crazy shit like the above pathetically easily
i uninstalled both games because i dont want to waste my life on them
also vic3 is 100% going the same way as stellaris in terms of performance

italy also never formed(its divided between three sicilies, the pope and sardinia piedmont which are all my vassals) though maybe that one is my fault

You can edit the difficulty settings yourself in the game files to customize the penalties/bonuses applied to players and AI, I believe “normal” is neutral for both player and AI, no modifiers. Personally I like a custom mix that includes making the AI more aggressive but without the cheating stat bloat.

Aside from that, there’s a list of tags defined as “antagonists” which, when AI, get buffs to make them blob up. You can also edit this and take Rome off and instead pick a list of tags you want to be challenging late game enemies.

i don't even remember all that well at this point but i believe wiz had been in charge of stellaris since 1.5 all the way to 3.0 or so, he's the one behind the population rework, the fleet rework, councils, federations, trade, the new vassal system etc etc and all of these are broken in many ways, with the population and trade ones being the absolute worst since they rape performance to death
even when he's not fucking with performance he wastes time on stupid shit like the fleet rework(which fixed none of the problems with battles despite having taken a lot of work) or federations(i-win button that ensures youll never be attacked and can just dogpile any enemy, also ai usually dont create their own and even when they do no cool inter-fed wars happen nor is there a balance of power lol), vassal system(where you can just demand 30% of all the resources of your overlord and he'll give them to you for free because he likes you :) )

that way, a factory's profitability isn't in its direct profit, but rather in taxing the pops that are now richer because of the whole factory ecosystem right??

yes, the only profit you as the government get from factoires is from taxing those 3 poptypes

note that clerks are economic leeches that increase productivity of craftsmen on paper but themselves produce nothing thereby making your factories worse
they do however produce research points at no cost for the gubmint

but if they increase the efficiency of the factory then they're not leeches

clerks increase factory output which means factories produce more goods out of the same amount of resources they consume
good for factories that use scarce resources like luxury clothes

craftsmen produce base throughput that gets then multiplied by tech
clerks produce an up to 30% output bonus that just gets added to tech bonuses
when you get tech they become inefficient quick

so the factory is a lot more profitable, especially when it comes to factories with expensive inputs
the real pain is that factories don't allocate the correct proportion of these pops and promoting clerks is slow and feels like an opportunity cost over time that could have been spent promoting craftsmen instead.
