Mostly, it's a matter of contrast: lighter shading goes better with everybody having basically the same pale face, and allows for brighter/more colorful outfits.

Dark hair means being stuck with dark outfits by contrast (just look at Ina,) or having access to an artist with a genuinely good sense of fashion, instead of using someone who's best work is basically a mid-tier Genshin character.

Because ideally you want something with simple, recognizable silhouette and design, something that doesn't have to be completely redesigned every time you have to make merch that wouldn't include all the little detail, something easy to draw for all the artists making fanart. Look at Gura, that design is super simple, which helped it long-term. On the other end of the spectrum you have Fauna, who is pretty, but her default outfit had to be severely dumbed down for most merch and art. Like, you would never be able to make a 1:1 outfit match for a Fauna plushie, too much detail.
