I went to a meet & greet for a fairly well-known Vshojo vtuber and the meet and greet itself was free, but they raffled to decide who could attend since there were limited slots. Panels mostly suck, though, the vast majority of them are run by college-aged anime club goers, with the occasional gem run by an industry professional or a cute vtuber. Artist's alley is always the best place in the con.
