If the nukes didn't exist then I can't see it being where Japan would have ever surrendered. The only reason they started discussing it before the first bomb hit is because they were given word that murica had such a deadly weapon and then after the first hit a soldier they had captured claimed that murica had hundreds of them and would annihilate the entire country which is why they considered it before murica went ahead with the second bomb anyway for the reasons you mentioned
