It's been much more tedious than I initially thought, but you can now search videos by languages on https://asmrtistcatalog.ca/
For example, add ChannelLanguages:Japanese to a search, and only videos by channels that use Japanese will be returned. More or less. It's messy as fuck and relies on the descriptions of videos, and the language detection just fails miserably sometimes, so channels are counted as using a language if at least 10% of it's videos have at least a 33% confidence of being a language. I might improve this somehow over time, but for now it works acceptably well
