There is definitely no explanation for why Promise would refuse to release nendos or their official MMD models. The timing of this would align with a more appropriately paced Gura graduation, instead of what was clearly a rushed process with three overlapping graduations. No, that's not how licensed goods works. It is in Cover's interest to to collect license and royalty fees from merchandised product, but they only collect it when the product actually goes to market. The licensor is never the one to request cancellation of product in production unless there is something that will hurt its public image/devalue its shares. When cancelled product happens, it's because the licensee (the manufacturer) has deemed it not viable to pursue the license and needs to back out. What most likely happened here is that these items never even made it into production phase to even cancel yet. On the flip side do you collect other Goodsmile Products? Goodsmile/Figma/Max Factory is notorious for showing off prototype products that never see the light of day again or they show a prototype that surfaces years later as part of an anniversary. For all we know we'll see Mumei's Nenderoid as part of 10th anniversary of Hololive EN.
