This is unironically almost never applied, mainly because the karaoke rule is never applied because of the detection system, since that system takes the instrumental as the one to detect, so it basically depends of where are you taking the instrumental or if it’s close to the OG. The main problem is that there's no evidence of the move solving anything.
Very little of the existing audience will bother platform hopping, nobody's managed to pull in a new audience, and what little she's currently streaming is going to get diluted even harder by the platform split. And she's extra screwed because Twitch is a platform that prioritizes stream/watch hours, which is something she's consistently dogshit at.
