People usually don't want new. They want something familiar.
There's also the whole thing that usually graduations are thought of in advance, but the actual model/brand designing process seems to be done late due to artist waitlists, etc. Nimi's is the most "prepared" any of the indies have been what with the merch, music videos, and models lined up to go on day 1, but it tends to be a rush job for most, and Nimi still had to wait a few months for her final model to be ready.
Doki in particular did rebrand entirely with the whole old west bounty hunter bit, but it was familiar in its own way since despite being an entirely new design, it had elements from every persona she's adopted to that point. (The ascot from her first bird avatar, Selen's artist, overall colors from Klaeia's thief, etc.)
Familiarity is very important when you want your old fans to jump to your new account.
