It seems her parent's got her little sister (who is currently underaged) taken away by the government, and she is now in foster care while a court case is ongoing between the state and her parents. Her sister has been talking with her and basically the foster system is barely feeding her while also keeping her out of school the entire time, so Phish is being dragged back into the UK to take special guardianship of her little sister (which means she can't leave the country) so she can fucking eat and get an education (and the state doesn't allow her parents to help her with funding any of this btw, there are rules against it). If her parents lose the court case, Phish will have to take full legal guardianship, and the process of both cases will probably take so long that she might be 18 by the time it's all over. To add insult to injury, the process of living permanently in Japan is long and involves a lot of paperwork that will have to be done all over again if she wants to move back into Japan after being forced to move back into the UK to take care of her sister.
