It's the whole trend in (mostly western) vtuber rigging. It's shit and looks stupid, but people are still at the primitive stage of being excited for constant motion. This is also largely to compensate for the fact that they can't actually do proper expressive movement which includes good limb control, especially for the hands.
Another trend is to make the eyes wobble, oscillating between large and small, and coping that it's based on science. Real eyes only adjust in extremely small ways, and in animation they only do it to emphasize something. Amateur vtuber riggers over-emphasize it, again to have constant motion, like distracting a baby with a constantly moving toy. If you notice it then you can't unsee how terrible it looks.
You see it with a lot of riggers, but even more so with western riggers, since they don't have much interest or understanding about animation.

One of Cillia's first clients for example was Lucy, who she quickly dropped along the other smaller ones she worked with after leeching off of them enough to get the attention of the biggest indies.
Lucy had to move on to another artist to get models and rigs, and now she's literally stuck with her current models because even the new artist ditched her for the top of the top and nobody is available because all of them are working on Sinder level projects of the clique with top pay.
Sinder got cancelled by the "top" because the top is functioning on a steal every artist via bidding wars for their several years ahead schedules of projects and anyone being protective of their artists is directly in competition with that top 0.1%'s monopoly.

But the artist's artstyle not so much. I want to see the design tho draw with nacho sensei artstyle.

Rigging is ok, too much movement is a bad thing. The big issue is that its both too busy and not distinct at the same time. Get rid if those hair ties, and for the love of God change that mouth, it looks like shit especially in motion.
