1000% percent. I haven't heard her that excited in years. Obviously she could be grifting, but if she was going to then why not just stay with Hololive? I get the sense that she truly despises not being able to play the games she wants to play, sing the songs that she wants to sing, and do the projects that she wants to do.
Either way I'm fine with losing any number of tourists if it means hearing her happy and energized again.
