The way holodex works is by automatically tracking a list of channels. In order for a vtuber to be allowed to be added to this list, they have to break certain milestones (tl;dr 1 and 2 views are not allowed to be added to the database, outside of some very specific exceptions). The reason your link works is because Saba was already huge before debut and thus was added to the database on day 1 of the channel's release to the public.
Now, in saying that, there IS a way to watch streams from channels that are not in the database, and you do that by using the multiview function https://holodex.net/multiview
This works by directly loading an iframe for the youtube stream, regardless of whether or not that channel has a database entry. The only caveat to this is that a channel must have 3rd party embedding enabled.
