If you want EN to thrive, stop doing shit that made five of them quit. Only you truly know their reasons in detail, but whatever they were, you should have listened to them.
My general advice would be to stop policing your talent, let them do whatever the fuck they want, don't stifle their creativity or interfere with their projects.
Cool it with the perm autism, curb the bureaucracy, build a studio in NA and don't force your talent to spend weeks or months a year in Japan. You wanted an EN branch so establish an hq in america for them.
And for the love of god hire some better live2d artists and riggers.
